Clarification on Standing Orders Issued 3/28/20 & 3/30/20

Clarification to Public Health Orders issued on March 28 and 30, 2020

This addendum is intended to clarify the Public Health Orders issued on Saturday, March 28th and Monday, March 30th. To wit: Visitors of Las Animas and Huerfano Counties are directed to return home and persons considering visiting Las Animas and Huerfano Counties should remain home to mitigate the spread of COVID-19.

In order to clarify the above rule, it is not intended to prevent essential personnel who are healthcare workers, emergency responders (Fire, EMS, or Law Enforcement) or others who are engaged in employment that is deemed “Critical” from coming to Las Animas or Huerfano Counties to perform their assigned duties. If you have an employee who resides outside of Las Animas or Huerfano Counties and they are deemed essential to healthcare or emergency operations, that employee can attend work, and are not required to self-quarantine for 14 days, as long as they are abiding by the Governor’s Stay at Home Order when they are in their county of residence and they are screened for signs and symptoms of COVID-19 prior to assuming their assigned duties.

The above order does include any travel related to the Easter Holiday weekend.

Residents of Las Animas and Huerfano Counties who travel, or who have traveled in the last 5 days and going forward, outside their county of residence to a COVID-19 hot spot in Colorado (i.e., Colorado Springs, Denver, Arapahoe, Jefferson Counties, etc) will be under an automatic 14 day self quarantine. Residents can contact the LAHCDHD if they need a full list of Colorado hot spots.

In order to clarify the above rule, it is not intended to prevent essential personnel who are healthcare workers, emergency responders (Fire, EMS, or Law Enforcement) or others who are engaged in employment that is deemed “Critical” from leaving Las Animas or Huerfano Counties to perform their assigned duties. If you have been deemed a “Critical” employee and live in Las Animas or Huerfano Counties, it is imperative that you follow the Governor’s State Wide Stay at Home Order and remain at home. If you are travelling to a Hot Spot as part of your assigned duties, you will not be quarantined unless you show signs and symptoms of COVID-19 and/or come in contact with a laboratory confirmed positive case. All employees need to be screened by their employers daily prior to starting their assigned duties.

Please note that if you travel to a Hot Spot for any reason other than to perform your assigned duties, you will be automatically quarantined for 14 days.

Attached to this addendum, is the latest Colorado Hot Spot List and the list of Critical Businesses that was issued by the Colorado Department of Regulatory Affairs.
