719-846-9843 ext 120The City was awarded a DOLA grant to assist city efforts to remove barriers to housing from the land use code and improve our GIS resources. Read the report below and participate in land use reform in 2022 by attending PZVC meetings, sending written comments to Council or to the Planning Department. Areas in the code with the potential to impact housing supply and development include: ADUs, housing type, architectural guidance, lot sizes, frontages, setbacks, height limits, density, infill, parking, allowable uses, and affordability bonuses. The Report linked to below analyzes results from the Neighborhood Values survey conducted in 2021 as well as a critique of each area of the City's code that has the potential to impact new housing development.
The Planning Department handles most matters related to land use, zoning, and Chapter 14 of the Municipal Code.
Zone changes, subdivisions, and annexations require public hearings and approval from both Planning, Zoning and Variance Commission and City Council; variances, conditional use permits require a public hearing before only the Planning, Zoning and Variance Commission. Please contact the Planning Administrator to schedule a pre-application meeting for any of these processes, and download land use application and other relevant documents below.

A Coalition of the City of Trinidad, Town of Aguilar and Las Animas County have received a $600,000 EPA assessment grant to conduct Phase I and Phase II Brownfield Assessments. Brownfields are any property that is underused as a result of actual or perceived contamination, including asbestos, lead paint, petroleum, solvents, or other types of contamination.

Applications are due 20 business days prior to a Planning Commission meeting and are to be submitted to the Planning Department. The Planning, Zoning and Variance Commission meets monthly on the second Tuesday of each month at 5:30 p.m. at City Hall. Applicants or someone authorized to represent them are expected to attend all public hearings. See
